What happens when the bag is opened

A static shielding bag only protects a board while it is sealed inside. The moment the bag is opened, that protection has to come from the workstation instead. This is why sensitive components should only be unpacked inside an ESD protected area, on a grounded ESD bench mat, by an operator wearing a wrist strap.

The bag and the mat do two different jobs. The bag stops external fields and discharges during storage and transport; the ESD mat drains any charge on the board safely to ground once it is out of the bag. One does not replace the other.
